It is nice to find keywords with a effective index of some odd thousand but you might should think twice before you target the long tail terms word for word.
Choosing the wrong flagged key phrase (not keyword) will wake Google up and they wont have any problem ranking or taking away rank from your web site over night.
I think the most important factor in all of this is the contrast between supplemental and direct index competition.
If your long tail key phrase has a KEI of several thousand, and then once supplemental results get added the kei flops to a 1, Google knows what you are doing and you will wind up suffering very fast.
When doing checks for KEI (Keyword Effective Index) search for your phrase with quotes first, and also without and compare the two different results.
Most people rely on the direct matches alone to compute their KEI and this is what flaws their action and winds up getting them flagged as spamdex very fast.

how much money did you make last year
are you currently enrolled in some type of education (not 6 months ago, not 6 months FROM now either)
ask them to provide at least 3 competative bids, compare against other consultants doing the same
ask for a net30 payment schedule immedietly even before giving the description, this is what they would like as well but you need to speak up
if you are looking for a web designer, do not base your choice on any factors other than cost vs example of work
if you are looking for a seo consultant be aspecially weary of being cheated and ask for analytical and demographical information before you campaign exists. People who perform SEO are taking on the position usualy of all three, the advertiser, the publisher, and the marketer. There is no reason why some one who does this professionally would not pay monthly to have access to this type of information to give you.
It is also a tall tell sign your seo consultant is a failure if you ever suffer _any_ unexpected consequences.
SEO is not a mystical craft envolving crystal balls there is no reason they can not explain they are doing, why, and provide you a return on investment before taking your money (PLEASE) as long as you have your own previous analytics to provoid.
